What is Bharatyam?

An Independent Project.
A Future Party.

The Bharatyam Project is, at this moment, exactly that — a project. It is an independent, citizen-funded political movement with the explicit intention of becoming a fully registered and contesting political party by the 2029 general elections.

We are not backed by corporate donors, industrial houses, or established party machinery. We are built by people who believe India deserves a political force that is honest about what it is, what it wants, and how far along it is in getting there.

That honesty starts here: the membership platform does not yet exist in its full form. We are building it. We have the vision, the manifesto, the roadmap, and the people. What we are assembling now is the infrastructure — the digital tools, the local networks, and yes, the capital — to do this properly.

Bharatyam is currently an independent political project and is not yet a formally registered political party under the Representation of the People Act, 1951. We will file for recognition with the Election Commission of India (2026) and soon be in the provisional phase. Registering interest here does not constitute formal party membership under Indian electoral law until full registration is confirmed.

Chapter I Founding Principles
§ 1
Name and Nature
This organisation shall be known as The Bharatyam Project, hereafter referred to as "the Party" or "Bharatyam." It is constituted as a citizen-led political movement with the declared intention of registering as a national political party under the Representation of the People Act, 1951, and contesting elections at the state and national level. Until such formal registration is confirmed by the Election Commission of India, Bharatyam operates as an independent political movement bound by this Charter.
§ 2
Core Values
The Party shall in all its actions be guided by the following unalterable values:
Satyam — Truth in all public communications. No statement shall be made that the speaker knows to be false.
Nyāya — Justice as the organising principle of all policy. Policy shall be evaluated by its impact on the most marginalised citizen first.
Prajātantra — Democracy not merely as an electoral process but as a daily practice of consent, debate, and accountability.
Pāraddarśitā — Radical transparency. Every rupee raised, every decision made, and every vote cast internally shall be published for public scrutiny.
§ 3
Territorial Commitment
Bharatyam recognises the sovereignty, territorial integrity, and constitutional structure of the Republic of India as defined by the Constitution of India. It shall not advocate for the secession, partition, or unconstitutional alteration of any territory of India. It is committed to the federal character of the Indian Union and the rights of all states and union territories.
§ 4
Secularism and Non-Discrimination
Bharatyam shall be a secular organisation. It shall not discriminate in membership, candidacy, employment, or policy on the basis of religion, caste, gender, language, sexuality, disability, class, or region. Any member or official found to have engaged in discrimination shall be subject to immediate suspension pending review under §18.
§ 5
Independence from Corporate and Foreign Influence
The Party shall accept no funding, direction, or instruction from any corporation, foreign entity, foreign government, religious institution, or caste organisation. All funding shall come exclusively from individual Indian citizens subject to the donation cap established in Chapter IV.
Chapter II Membership Rights & Obligations
§6
Eligibility for Membership
Any citizen of India aged 15 years or above is eligible to apply for membership in Bharatyam. There shall be no other qualification, test, fee, or condition for membership. Membership shall not be denied on any grounds listed in §4.
§7
Membership is Free and Permanent
Membership shall carry no monetary cost. It shall not expire, lapse, or require annual renewal unless the member themselves chooses to resign. A member may resign at any time in writing. No member shall be removed except by the disciplinary process defined in §18.
§8
Rights of Members
Every member shall have the following guaranteed rights:
The right to vote in all internal elections and policy conventions.
The right to submit policy proposals for consideration by the Policy & Research Department.
The right to establish or join a local chapter in their district subject to the conditions in §9.
The right to stand as a candidate for any internal party position after 12 months of membership.
The right to access all financial disclosures and governance records of the Party.
The right to receive a written response to any formal complaint or query within 10 working days.

Local Chapters
Any group of 10 or more registered members residing in the same district may constitute a local chapter. Chapters must submit a charter and member list to the Central Office. Chapters have full autonomy in local organising but may not make financial or political commitments on behalf of the Party without written authorisation from the Governing Council.

Obligations of Members
Members shall not: publicly misrepresent the Party's stated positions; engage in violence, hate speech, or discrimination; hold simultaneous membership in another political party registered with the ECI; or act in a manner that materially harms the Party's ability to pursue its lawful political objectives.
Chapter III Governance & Internal Democracy
§11
The Governing Council
The supreme governing body of Bharatyam shall be the Governing Council, consisting of 250 members elected by the full membership at the annual Policy Convention. The Council shall be responsible for operational decisions, candidate selection, financial oversight, and public statements made on behalf of the Party.
§12
No Permanent Leadership
No individual shall hold any single party office for more than two consecutive terms of one years each. This applies to all positions including President, Secretary-General, and Treasurer. After a mandatory gap of one full term, a person may stand for re-election to the same office.
§13
The Annual Policy Convention
A Policy Convention shall be held no less than once every calendar year, accessible in person and digitally to all members. All amendments to the Manifesto, changes to the Constitution, internal elections, and major financial decisions require ratification by a simple majority at the Convention, except as specified in §30.
§14
Transparency Obligations of Officials
Every elected party official shall file a public asset and income declaration within 30 days of assuming office and annually thereafter. These declarations shall be published on the Party's data portal. Any official who fails to file on time shall be automatically suspended from their duties until the filing is complete.
§15
Candidate Selection
No candidate shall be imposed by the Governing Council without a democratic selection process at the relevant constituency or state level. Primary elections among registered members of the constituency shall be the default mechanism for candidate selection for all electoral contests.
§16
Anti-Defection Commitment
Any elected representative under the Bharatyam banner who voluntarily resigns from the Party or votes against the Party's published position without a recorded and publicly communicated conscientious objection shall be deemed to have vacated their seat and the Party shall initiate appropriate legal proceedings under the Tenth Schedule of the Constitution of India.
§18
Disciplinary Process
No member or official shall be suspended or expelled without: a written notice of the charges; a minimum of 14 days to respond; a hearing before a Disciplinary Panel of three members elected at the most recent Convention; and a written decision with reasons. Any decision may be appealed to the full Governing Council within 30 days.
Chapter IV Finance & Transparency
§19
Donation Cap
No individual donor may contribute more than ₹1,000 per calendar year to the Party in any form, including direct donations, event tickets, merchandise, or in-kind contributions. This cap is absolute and shall not be circumvented through family members, trusts, or organisations acting on behalf of an individual.
§20
Prohibited Sources of Funding
The Party shall not accept funds from: any corporate entity, private limited company, or public limited company; any foreign national or foreign entity; any religious organisation or institution; any caste association; any anonymous source above ₹500; or any entity under investigation for financial crimes.
§21
Real-Time Financial Disclosure
All donations above ₹500, all expenditure above ₹1,000, and all contracts above ₹5,000 shall be published on the Party's public data portal within 72 hours of the transaction. The Treasurer shall publish a full audited account quarterly. Annual accounts shall be audited by an independent chartered accountant appointed by member vote.
§22
Emergency Capital Provisions
Recognising that Bharatyam is a movement in formation, the Governing Council may authorise one-time fundraising drives not subject to the routine disclosure window but which must be fully disclosed within 15 days. No emergency provision shall be invoked more than twice in any calendar year.
§23
Salaries and Compensation
No party official shall receive a salary from Bharatyam that exceeds 5 times the median Indian individual income as published by the National Statistical Office for the most recent available year. All salaries shall be published. Elected representatives shall receive only the statutory salary of that office.
Chapter V Policy, Manifesto & Public Positions
§24
The Living Manifesto
The Bharatyam Manifesto is a living document. It may be amended by a simple majority vote at any Policy Convention. No clause may be removed that directly protects a fundamental right enumerated in the Constitution of India without a two-thirds supermajority. All versions of the Manifesto shall be permanently archived and publicly accessible.
§25
Evidence-Based Policy Requirement
All policy positions adopted by Bharatyam must be accompanied by a publicly available evidence document citing data sources, relevant research, and projected impact. Policy based solely on ideology, religious text, or unverified assertion shall not be adopted. Any policy proposal submitted by a member shall receive a written assessment within 30 days.
§26
Non-Negotiable Policy Floors
The following policy positions are foundational and may not be removed or weakened by any Convention vote:
Universal free public healthcare for all Indian citizens.
Free, compulsory, quality public education through Class 12.
Legally enforceable Right to Clean Air, Water, and Soil.
An independent judiciary, free from executive appointment or removal.
Decriminalisation of press freedom and protection of whistleblowers under law.
Campaign finance reform capping all individual electoral donations at ₹10,000 annually.
§27
Opinion Sharing Platform
Bharatyam commits to building and maintaining a free, open, non-partisan digital platform for Indian civic opinion — accessible to all citizens regardless of party affiliation — where policy proposals, civic debates, and governmental performance data can be discussed, rated, and shared. This platform shall be governed separately from the Party's electoral machinery by an independent editorial board elected by registered users.
§28
Coalition and Alliance Policy
Bharatyam may enter electoral coalitions or post-election alliances only if: the coalition does not require the abandonment of any Non-Negotiable Policy Floor (§26); the terms of the coalition are published in full within 48 hours of agreement; and the Governing Council ratifies the coalition by a two-thirds majority.
Chapter VI Dissolution, Merger & Amendment
§29
Prohibition on Unilateral Dissolution
No individual, group of officials, or faction of the Governing Council may dissolve the Party unilaterally. Dissolution requires a referendum of the full membership with a turnout of at least 30% of registered members and a two-thirds majority in favour. A dissolution referendum may only be called once in any 24-month period.
§30
Constitutional Amendments
Amendments to this founding Charter may be proposed by any member but require: publication of the proposed amendment to all members no fewer than 60 days before the Convention vote; endorsement by at least 500 members from no fewer than 10 different states; and ratification by a two-thirds supermajority at the annual Policy Convention. Clauses §2, §4, §5, §19, §26, and §29 are doubly entrenched and require a three-quarters majority to amend.
§31
Merger and Absorption
Bharatyam shall not merge with, be absorbed into, or cede operational control to any other political party without a full membership referendum subject to the same conditions as dissolution (§29). In the event of merger, this Charter's provisions on non-discrimination, transparency, and Non-Negotiable Policy Floors must be binding on the merged entity, failing which the merger shall be void.
§32
Assets Upon Dissolution
In the event of lawful dissolution, all assets of the Party remaining after settlement of debts shall not be distributed to members or officials but shall be transferred to the National Education Fund or an equivalent government public interest fund as designated by the final Convention vote. No private benefit shall accrue from the Party's dissolution.
